Having the management involved in the use of Project Place is the key to get the team reporting in it.
Currently the management has an Excel file containing all the objectives, while the portfolio is more for reporting. The result is that the management watch his Excel file and does not incit the team to report in the porfolio.
It means that portfolios are not fullfilling the management needs.
What is lacking is columns that are directly editable in the portfolio by the portfolio admins, in order to fix the objectives.
In case you ask, Planview IT PPM is way to big for these needs.
Here I would believe that the tool has to be as flexible as possible in order to adapt to the management way of working.
