This has now been implemented. Enforcing two-step authentication is done on account level and you need to be an account administrator to activate this. The users will then not be able to turn it off.

Thanks for your feedback! We have good news for you and it is that we are developing the feature for account administrators to activate two-step for all users in the account. If this has been activated then users will not be able to change the state of this.This will be released sometimes during the autumn.
