In order to indicate that this issue will be done but is not yet started you can put it under "implementation" and with status "not started" and no due date?

Implementation workstep is meant for all issues that are planned to be carried out - now or later.

Sure, but we would prefer to have it in a separate folder, especially when looking at the overview, it would be better (we think) to have these issues separated from the others that are about to be implemented "shortly".
